Authentication:

policy decision for the application whether it must authenticate the framework or not,vice versa.(frame work whether accepts or not policy decision).

Authorisation:

what a previously authenticated application is allowed to do.

Discovery of Framework and network SCFs:

application use the discovery interface to obtain information on authorised network SCFs after the Authentication is done.

Establishment of service agreement:

before the application can interact with the SCFs, it should sign agreement of off-line and on-line with the SCFs.

Access to network SCFs:

framework should provide the access control for the appication in following scope:

security level,context,doamin......

Registering of network SCFs:

SCFs are offered by the SCS(Sevice Capablity Server),which should register in the framework, in this way framework can inform the app's request upon the request to available SCFs(Discovery).
