    Top envoys (外交使节,特使)hold historic talks in Taipei

    TAIPEI -- The heads of the two main negotiating (谈判)bodies of the Chinese mainland and Taiwan sat down together in Taipei on Tuesday morning for their first ever summit(政府首脑的;参加最高层会议的) in Taiwan.

    The mainland's Association for Relations Across the Taiwan Straits (ARATS) president, Chen Yunlin, and the Taiwan-based Straits Exchange Foundation (SEF) chairman, Chiang Pin-kung, held talks in Taipei.

    Chen thanked Taiwan compatriots  (同胞)for their understanding and support for the meeting, which he said was a milestone for the positive development of the cross-strait relationship.

    "We feel relieved and honored to help the peaceful development of the cross-strait relationship and promote the mutual benefits of the compatriots on both sides of the Strait," Chen said.

    Chen said that once progress had been made on direct flights, shipping and postal services between the mainland and Taiwan, the ARATS and SEF would discuss financial cooperation and the normalization(正常,标准化) of economic ties.

    He said food safety will also be discussed during the talks.

    "We will try our best to meet the demands and requirements of the Taiwan people and try to reach agreements on the basis of mutual benefits and reciprocity (互惠)," Chen said.

    He said that the ARATS and SEF will also discuss means to increase the number of mainland tourists to Taiwan, and set agenda for meetings and talks between the two organizations in the next stage.

    "We believe that with the efforts of both sides, direct links for transport and mail services that compatriots on both sides have been longed for over the past 30 years will become a reality, " Chen said.

    He added that this will open a more convenient channel for cross-strait personnel exchanges and economic cooperation, increase the welfare of the people on both sides and bring cross-strait relations into a new stage.

    In June, the ARATS and the SEF held talks in Beijing and signed two agreements, almost 10 years after the suspension of talks.

    China to fly flag for South at G20 financial summit(政府首脑的,最高会议的)

    China will help developing countries at the upcoming G20 summit on the global financial crisis in Washington DC next Saturday, the Foreign Ministry said on Thursday.

    "The financial crisis, when it extends, will first hit developing countries, especially those most underdeveloped ones," Vice-Foreign Minister He Yafei told a briefing in Beijing.

    "Because they will face decreasing investments and possibly assistance.

    "Most people are not caring about these countries, but developed ones' bailout plans instead," he said.

    He said rich countries and international organizations, such as the World Bank, should adopt measures to help the developing world get through current hardships.

    The summit, called by US President George Bush in mid-October, has been compared to Bretton Woods, the international meeting at a New Hampshire mountain resort in 1944 that led to the creation of the International Monetary Fund and the World Bank.

    President Hu Jintao will attend its modern incarnation.

    He Yafei said restoring consumer confidence and stabilizing world financial markets are the most urgent issues to address in Washington DC.

    "But it is just a start, as you cannot expect one summit to resolve everything," he said, noting the international community should work together to initiate(发动) reform of the current global financial system in the long run.

    He said developing countries should also be afforded more say(发言权) in international financial organizations.

    Also on Thursday, the Foreign Ministry said China hoped the US would continue its free trade policies when president-elect Barack Obama takes the office in next January.

    "Chinese exports, cheap and of good quality, will help the US keep its inflation rate low," the ministry's spokesman Qin Gang told a regular briefing(简报).

    "We hope the US abolishes(废除) its restrictions  on exporting these products to China," Qin said, noting both sides should be cautious about trade protectionism保护主义.

    工作依然闲着,不知道怎么办,调到北京去吗?去了就难回来了,我还是想回来的。

    Govt looks to stimulate domestic demand

    The government will further study policies  to boost investment and jump-start(发动,发起) domestic  demand (国内需求)to add growth momentum(动力,要素) to the economy next year, a senior official said on Monday.

    "A prominent(卓越的,杰出的)problem of the economy is that it's under increasing downward pressure," Han Yongwen, secretary-general  of the National Development and Reform Commission, said on the commission's website.

    "Weakening external demand will translate into slower export growth, weaker corporate investment and dwindling(缩小) consumption ," he said.

    China's economy has been slowing down over the year as turmoil(骚动,混乱) in the global financial market has dented consumer confidence in regions such as the European Union and the United States.

    Weaker foreign demand has dragged(牵引)economic growth down to 9 percent year-on-year in the third quarter, down 2.3 percentage points from the same period a year ago. GDP growth is poised(平衡的) to end below 10 percent for the year, the lowest level in five years.

    "The basics of the economy are sound and there is enormous(巨大的,庞大的;极恶的,凶暴的) room for enhancing domestic demand and macro policies," Han said.

    The central government has moved quickly over recent months to roll out(大量生产,滚开)policies.

    In the past six weeks, it has reduced interest rates three times and also lowered the reserve(保留,预约)requirement for local banks.

    Meanwhile, it also said it would launch a plethora(过剩,过多) of infrastructure projects and increase spending on social welfare as part of its methods to prop up(支撑,支持)domestic demand.

    The central bank has also decided to end credit quotas, a measure it put up in the beginning of the year to rein in loan growth, its spokesman Li Chao told the Xinhua News Agency.

    The move came as lending has been shrinking over recent months, because local lenders are unwilling to extend new loans with deteriorating business outlook.

    Ken Peng, an economist with Citigroup, said: "Reducing interest and reserve requirement rates could help lower cost of capital concerns, but would unlikely increase risk tolerance and generate additional lending."

     

    US Treasury wants to borrow record $550 billion

    WASHINGTON– The US Treasury(财政部,国库) said Monday it would seek to borrow a record $550 billion in the October-December period to help stabilize (稳定) the financial sector(财政部门) hammered(锤成的,铸打成的) by the global credit crisis(信用危机).

     

    The fourth-quarter borrowing estimate(估计) was substantially (充分的) higher than the $408 billion announced(宣布,通告) in July, and is a record high for quarterly estimates, a Treasury official said.

    "The increase in borrowing is primarily  due to higher outlays(费用) related to economic assistance(援助)programs, lower receipts (收据), and lower net issuances of state and local government series securities," the Treasury said in a statement.

    The Treasury said the federal government(联邦政府)had borrowed $530 billion from the markets in the third quarter. Of that amount, $300 billion was borrowed for the Federal Reserve's Supplementary Financing Program, launched in mid-September in a bid to support the ailing economy.

    In July the Treasury had estimated third-quarter borrowing at $171 billion.

    The escalation (扩大,增加) of worldwide financial turmoil(骚动,混乱)in September and its growing negative impact on the US economy prompted US authorities(权威人士) to undertake(承担,采取) an array of measures aimed at supporting banks and getting frozen credit flowing again.

    At the same time, the credit squeeze(贷款紧缩) reduced tax revenue(收入,税收) from businesses and from households, which curbed spending(开销,花费) in the face of rising unemployment and falling house values.

    Since mid-September, the federal government has borrowed $600 billion to bolster(支持)Fed resources.
